Unfortunately without a Master Builder, you can't
solve Puzzle 12. UNLESS you get lucky and some debris to wash up
and you MIGHT be able to get ONE villager at Master Builder. Otherwise,
it's over ...

Did you solve this one or lose it? I'm in the same
position, 11 of 12, all my master builders long since dead and I
can't see any way to train one up from scratch.
